Any idea for blu as a real job that still contains the pick skills concept is automatically not something I want in this game. Speaking for the 93%-95% of the playerbase that would have to put up with those idiots in roulettes.

Doing optimal DPS by blowing up on bosses just before they die sounds amusing, and being able to KO yourself anywhere would also be good for a laugh.
Let's break this down. There's a lot you're not considering.
The fact that Blue Mage would have so many moves that bosses would have immunity to is not a great start. When the Dev team dropped abilities in Storm Blood, what were the first things they removed?
Feint on Dragoon which inflicted slow. All bosses were immune to slow, so it was dropped and converted to a -10% STR ability.
Lethargy/Stella were dropped, and inflicted heavy. Those made it into cross-class sure but... No one ever uses Break. The ability is pretty much for Solo play and Twintania, the only boss that EVER required Heavy cast on something.
To properly design a job to work here, you need to figure out what the base combo is going to be and how a job gauge will work. Is it a Timer Gauge (SMN/BLM) or a Charge Gauge (WAR/RDM)? How does that work with the rotation? What is the rotation? Is it a single spell? Is it somehow yet another DoT based job? Does its DPS mainly come from enhancing the rest of the group? In XI where balance was out the window, a lot of the ideas work. It's harder to make a solid design in XIV. What you're offering is a partial rehash of FFXI and abstract "They could have done this but they didn't" which really isn't a design. Consider WHY they didn't or couldn't.
Don't get me wrong, I'd like to see BLU work in standard content. However, I'm more for innovation and coming up with new types of content.
Many people do play mmo for the world and the characters and not for other people, just like there are plenty of people who skip cutscenes and don't play for the story... in a Final Fantasy game. I'm definitely not that person, but I will say that sometimes it's just nice to be able to sign on and something by myself and not have to dink around and waste time finding a party and the like. Also I think you assume to much, BLU will be able to go out into the open world and farm abilities, I have a feeling a lot of BLU parties are going to be formed hinting down said abilities. Sounds party play to me.
