I agree, Arrow and Balance should go on a Foe'd BLM. That said, with a MCH instead of a BRD, I believe that honor goes to DRG (maybe not the Arrow part, but the Balance part).

So I am currently leveling BLM as my alt. Is it worth it to use at 60? I know mobility and loosing the Fire 4 and Blizzard 4 is a problem atm, but I figure they'll fix that eventually.
The short answer is: yes, it is definitely worth it.
Longer answer: some fights are better than others but overall I feel BLM is in a really nice spot currently. There's small things you need to get used to and figure out that 2.x's BLM just didn't have to worry as much about, but BLM has come away from the big changes each job saw in Heavensward smelling like roses.
As someone who's mained BLM since Beta 4, I can say it was easy to pick up. Definitely much more intensive process as far as figuring out fights but that has only made it more rewarding for me.

That sweet super Arrow, Ley Lines, etc.; I dropped to 1.67 GCD once. It makes our MT complain how he has to use more Halones to keep up. Then 30 seconds later you randomly get Ewer and start wondering what to do with all this mana.
Them Archers in Beta 1 and their Far Shot. Or was it Snipe Shot? Whatever. All that sliding, too.
I do have to confess that I started as a SCH, as I've pretty much been a career healer, but somehow I got delegated to the BLM role down the line.
1160 on A4, no AST. That's about 100 higher than my highest SMN A4 run :/ Getting quarantine as SMN is way worse than BLM.
Ah well, SMN is still better on A1 & 2.
