Provision / Supply turn in... whats this mean?

What does it mean when a provision / supply turn in has a gold star next to it and orange text?

Its an item i've turned in about 3 times before, and never before did it have the star and orange text. This time it did.

probably means it's worth more rewards than normal/

They do indeed give better rewards when starred. However, yet to see any explanation in game as to why some show up starred.

So you just randomly get starred ones for more EXP / reward?
