Update Account Information Issue

I have been playing this game from V1.0 back in 2010.
and when I got this game I was living in United State so I registered my country as United State with my address back than.

But after 3 years I have moved to Canada and I figure out that I cannot change the country section of my account information being unable to change my billing address.

I have talked with UltimatePay representative and heard that if my IP address is far away from my billing address, the transaction won't go through

So I am not able to find a way to pay for the subscription for FFXIV ARR

I have tried Visa, Paypal, as well as Ultimate Game Card, and everything was declined so far.
