Eidhart <Flame Sergeant> Mor Dhona - Bug? Or did I miss a pre-req?

I went to go do level 45 GV levequests and this guy just keeps saying "I have no words for those not yet the rank of sergeant third class...except for those words."

Problem is, I am a sergeant third class and my GC log #2 grouping is done. What am I missing?

Same issue here and I'm Chief Storm Sergeant.
