Can't join a Free Company

Hi, I can't join a Free Company. The GM who runs the guild I'm trying to get into said that he had a level 9 join his and I'm level 18 as we speak. Is there a reason why this keeps happening. The error message I get is that it says "that command is unavailable at this time." Please help? I don't understand why this is happening. What do I have to do to join a Free Company? This is seriously frustrating. I am not getting any of the benefits of becoming apart of this and it's making this game less than fun with all the other things I can't do right now including post on this forum board because everything is restricted.
