Behest party limit

When my guildleve party finishes a leve and we notice the Battlewarden, we can't join the Behest if 3 or 4 players have already joined. Our party has 5 or 6 people in it. So it's confusing because some party members will join but realize the whole guildleve party can't participate because of the 8 person limit. Then they have to abandon the Behest. If players abandon right before it starts or after it starts, then others standing around won't be able to join the Behest. It's very disappointing. Especially at Camp Broken Water.

Why not make Behests auto party based or auto alliance between all players that join?

Or lower anima costs so players will spread out more over Eorzea, instead of focusing on Camp Broken Water, Camp Horizon, or Camp Bloodshore.

Or increase favorite locations to 6 or 7 to promote the same behavior.
