Unable to create a new character on Midgardsormr server despite it not being on the (Regarding Character Creation Restrictions (Aug. 31): Follow-up 3) list.
those that are on the list are permenantely closed until they are off the list. The servers that are not listed can and will still get locked based on server load, when load decreases it unlocks etc.
