Unable to edit hotbars

This started happening today, I customized my HUD a little bit to fit more hotbars on the screen and started assigning abilities and such to the new ones. Everything was great untill all of a sudden I'm not able to edit the hot bars any longer, can't move skills around or remove them the hotbar.

Did you lock the hotbars?
Look at the small lock icon to the right of the regular hotbars...
