Unable to pick up "It must be Pirates" story line quest.

Just like the title says, can't do it, I'm at the point where I should be able to get the quest from Baderon, but I can't, although I'm pretty sure the Envoy quest didn't end properly...that being said, I have talked to EVERY NPC involved in both quests ("the uldah'n envoy" is listed as complete btw") to no avail....Kind of sucks not being able to continue in the story, and I refuse to start a new character with a decent chance that this crap will just happen again.

I'm on Midgardsormr, on PS3, this has been going on since the beginning of phase 4, and they still haven't addressed the issue (albeit they had bigger ones)
