Unable to progress main storyline after lvl 15

Not sure if this only affects new characters or characters continued from the closed beta. I made my character in p4 beta however I am unable to find any storyline quests after the lvl 15 one, where you deliver the messages to the different city states. I have gone to all 3 city states to check for any main story quests but have failed to find any so far. I can't enter dungeons because I am missing the story quests to start them nor can I access them through the duty finder. SE please look into this ASAP.
