Third Astral Era, it was an Allagan thing, which is why we find their mining facility under it. Plausibly--although I believe not confirmably--it was drained by the launch of Azys Lla.
Solus lied about the cause to stoke fears of primals.
Close - it had it's aetherial circulation cut off by the device found in the House of the Crooked Coin in order to prepare it for launch as Azys Lla. Y'shtola more or less confirms it by use of her special eyes after said device is deactivated during the lead-in to Shadowbringers (4.4 - Prelude in Violet). It will recover, but that's going to take a long, long time.
That was kind of the point of it, though. Solus' cult of personality would believe anything he told them, but there's no plausible way a general turned statesman from a faraway land could know what created the Burn when even the people who live nearby have no clue.
