[Suggestion] HQ changes.

This is not about changing the chance of HQ, but about changing which tool does what to HQ.

As a blacksmith, I believe the main hand tool (Hammer) should be used to +1/2/3 weapon blades and heads (Iron Shordsword Blade, Iron War Axe Head, Etc), instead of making an extra amount of them, and the file be used to +1/2/3 other non-forged/folded items, like nuggets and ingots. I am sure most Blacksmiths would rather make a +1/2/3 blade rather than make more than one.

This is how armorers are. Sheeting materials are made +1/2/3 by use of the main hand (hammer), and Chainweaving made +1/2/3 by the off hand (Pliers)

In addition, there needs to be a next rank secondary tool after R37, for all classes. (possibly R47, since that is their trend)
