i dont have a lot of friends and duty finder people rush dungeons like they just found out their family died in a plane crash mid-air that fell on a gun manufacturing factory that sparked a massive explosion in an urban environment causing billions in damage and harming thousands of innocent civilians as they queued in.
it'd be great if i could play with a friend and fill the empty slots with trusts/duty support.
Doubt it would be offline because it's an online game.
A lot of people have requested a version of it where 2 people can play and the other 2 slots are filled with duty support though.

Will never happen. Trusts are tuned to clear at an expected rate. Adding even one other player disrupts that balance. It's intended to be slower than players. Close that gap, and you kill off Duty Finder entirely.
It has been asked for a few times for you to be able to que with 2 and fill the rest with the trust system. I would be all for it, there has been many a time when me and another would love to have filled the spot with trusts. In FFXI it works because of the way it is designed. I am unsure if it would be possible but something I would like and I know others who play feel the same.
I would like to see this, either 1, 2 or 3 NPC's to balance out a party, but it is probably unlikely as the system exists right now.
What I would really love to see though is for them to take a step back from having squadron, trust and duty support as individual (and partially abandoned) systems and rework them into one all encompassing, scalable system which would replace them all, as well as overland companions.
I think it would be worth the development time, and people may actually care about collecting and levelling the companions if they were more versatile.
