6.5 - Can no longer queue Alliance Raid roulette due to impossible ILVL requirement

Steps:
1. Have a character that has only just reached the Shadowbringers expansion, but does not have any access to the poetics gear for that expansion yet, nor anything unlocked in the region
2. Attempt to queue an alliance raid
3. Get told you can't because min ILVL is 435, when 400 is the highest possible with Stormblood endgame gear

I realise this has been done to stop people forcing Crystal Tower, but this is not my aim here. The highest alliance raids I have unlocked are the Stormblood Ivalice raids. I'm now completely locked out from any alliance raids presumably until I unlock Stormblood gear, and will probably get locked out again when I reach Endwalker. Surely this isn't intentional!
