But what was it? I can't see him and am completely done with Endwalker and have Dream a Little Dream completed.

Where are you looking? He's by the Aetheryte in Old Sharlayan. There will likely be a decent sized group of players clustered around his location. Also make sure you have a level 80+ DoH class equipped.
