Quest "reach long and prosper" is in an odd state of both completed and not completed

Steps:
1. complete "go west, craftsman"
2. try to accept "reach long and prosper"
3. it's not there to be accepted
4. check journal for it begin in progress/completed and it not being there
5. check journal for "None Forgotten, None Forsaken" a quest that requires "reach long and prosper" completed, and find it in the completed quests list


Description: I went to buy housing items recently with scrips and could not find them I then went on a huge quest to unlock them and found I could not find the quest reach long and prosper from Galiena despite clearing go west, craftsman. and after looking into my journal more I have completed quests that require reach long and prosper completed. I can buy some of the items unlocked via reach long and prosper mostly the materia.

However I am unable to buy the housing items and the orchestrion scrolls and can not find the quest in my journal either uncomplete or otherwise. I don't know when this issue began or if it is affecting my account or just the one character.
