Tomes of Astronomy

Can't access Cihanti or Khaldeen in Radz-at-Han
Have opened Aetheryte and completed all 85 Main Quests
Have 3 classes at level 90
Both NPC's are in their location but not able to click on them
Can anyone tell me what I am missing to fix this

Have you completed the EW main scenario? I'm pretty certain endgame tome vendors don't become available til the main scenario for that expansion or patch is completed.

This. Until you complete the last quest of the 6.0 MSQ, you'll be unable to access the level 90 gear vendors.
