Cannot teleport to the city or pass the guards to complete. I'm stuck on Talking to Thancred in the main hall.
Edit: Taking the boat from Limsa Lomosa is a temporary fix.

Unfortunately, the issue you are describing would be more suited for the bug report forums. Please create a new thread entry in the Bug Reports > In-Game Bugs section with the required information as shown in the main thread sticky.
