While writing a lot of stuff I had done, and that were pre-requisites I found that I hadn't finished the role quests, which made this quests solvable. So, if anyone else has the same problem, don't forget the role quests.

It should also go without saying you need to finish ShB's main scenario too before it becomes available (but that also requires the completion of one of the role quest lines). Then speak with your Job trainer npc for the level 80 quest.
