HTTPS launcher Error

I am getting a -2146697211 HTTPS System Error from the FFXIV Launcher (2019.11.01.0000.0001 (4719137)). The launcher is from Steam. I am on a Windows 10 PC.

This started occurring about 3 weeks ago.

I've tried:

1. Deleting .cfg files
2. Resetting the router
3. Uninstalling Game
4. Changing IE settings (IE is version 11.535.18362.0)
5. ipconfig /release

Is the Final Fantasy XIV application allowed through the fire wall? Are you connected directly to the router are you using WiFi?
