I was able to accept a lvl 45 quest the kobold and the beautifull at level 31
Me too, only I was able to accept it at 27. At first I was like "Yessssssss! Storm Seals AWWWWWWYEAH!" But then I was like "45!?, i don't wanna die!". Guess I'll just do it later.
If you have a 50 to guide you you can do it. There is one of these quest for each SH area. They require that you check 3 points, the kobald one will be the hardest since theres more mobs around the points. The points you check are close to the beginning of the SH. The other 2 SH areas have 1-2 of the points outside of the 1rst gate.

Thank you for posting your concerns about being able to start the "Kobold and the Beautiful" sidequest at level 30.
