Ovni not respawning with no people in Baldesian Arsenal

Steps:
1. We entered an instance of Hydatos where there was a group in Baldesian Arsenal on Ozma.
2. The group in BA cleared Ozma and everyone left BA.
3. Over an hour later Ovni still had not respawned.
4. Those of us waiting for him to come back so we could attempt BA tried popping other Notorius monsters and doing other activities in the zone like the Bunny Fate. But we never had Ovni return. This is the second time I have seen Ovni not return after a group finished in BA and the Player Search list was showing no one in BA but Ovni never respawned. Typically have seen him respawn within 30 minutes of everyone leaving BA. No idea if this was triggered by someone disconnecting or logging out of the game while still in Baldesian Arsenal or what causes him to stop spawning. I have heard other friends who do the Arsenal reporting they have had this bug occur as well. Another friend says earlier Sunday evening he was in a group waiting to go in and they had entered an instance where Ovni had just died and an hour later he had not respawned even though no one was in the Arsenal.
