PVP Skill Suggestions (PLD)

Hello! I absolutely love the new PVP, however there were a couple of places I wanted to at least throw out into the ether to improve gameplay or find out why they would be a bad move. Now, that's not to say PLD isn't wrecking where it can, so I'm trying to keep the suggestions as balanced as I can.

Gauge Skills: Spirits Within(Sword Oath ONLY) and Cover(Shield Oath ONLY)
I think Spirits Within as a PVP skill would be beneficial, however since we already have a silence it would be nice to just have something to burn gauge points on when you're not covering. I find myself capped most of the time in matched fights with little to no desire to use Cover. Honestly, I'd say remove Cover completely and replace with Sheltron, but whatever. As for Spirits Within, it would fit nice as a pure damager, 2000 or 2500 potency and 50 gauge points. Those parameters and usable only in Sword Oath IMO should keep it from being abused(since we're still not dps, so we can't have anything too gnarly).

MUCH NEEDED Gap Closer: Can we get something like WAR's Tomahawk only with Shield Lob? Small damage and add a 3s heavy? Or something to help close gaps, otherwise if you aren't on a fixed team you HAVE to pick up the additional skill Bolt. That or halve the CD for Bolt, but I don't know if that would be preferred and it also still makes it a requirement, and I would rather experiment with the other skills or at least give them a chance.
