Missing Quest

I am working on my Relic Weapon (A Relic Reborn: Yoshimitsu) and it is telling me to do The Howling Eye (Hard) but I can't que for it because it is not on my list. When I go to the site there is nothing to click and I have no quest line available to even pick it up.

Any suggestions?

Its been a long time since I've done this but I'm pretty sure this quest unlocks at the Waking Sands.
