Unable to reply to GM messages while in Eureka

Steps:
1. Sent in ticket at least an hour prior
2. Received GM message later on in the evening while I was in a new instance while fighting Amemet sync'd
3. Alt+R'd to reply, but every time I submitted my tell, I received an error stating that I was unable to send /tells in Eureka. Attempts were made both level sync'd and unsync'd as well. Eventually I gave up and had to drop from instance.
