Free Companies - How are these being created

About once a week I see 2-3 Free companies being created like these. How are these getting created? Does anyone know what they are? Is it Square testings things?

The second one has 25 members, all Lalafel and all level 50. Some of these 'bogus FC's' even make it into the rankings. I'm suspecting their bot created, but if anyone knows different, please let me know just so I know :)
