1. Send retainer on Quick Venture
2. Receive the "With better gear your retainer could obtain more rare items"
3. The requirements for fishing retainer appear to be the same as botany & mining retainers who both have an offhand tool that adds about 200 gathering.
4. due to the above bug, it's very difficult for a fishing retainer to have enough gear to obtain rare items in comparison to miner and botanist. normally fishing retainer would have a lower threshold for this, but it appears to be the same now.
