The scions All hang out in the rising stones in mor dhona. I'd expect her to be in there, but I haven't actually bothered to check.

Have you checked Matoya's Cave? That said, it's not unusual for some NPCs to be missing between patches. It's usually explained by them "being on a mission" or something. Or that they're off doing their own thing. If I recall, Lyse never went back to the Rising Stones, either.
