My Little Chocobo - Unable To Obtain Quest

Time: All the time

Party or solo: Solo

Area and coordinates: New Gridania 9,11
Steps:
1) Joined Twin Adder Grand Company
2) Completed quest "Wood's Will Be Done"
3) Spoke with Vorsaile Heuloix, but this npc does not provide "My Little Chocobo"

Background:
I have a legacy character and I recently started playing again with some friends. I have completed all the adventurer quests up to level 21 and joined the grand company.

Vorsaile Heuloix does not offer the "My little chocobo" quest, but offered a level 50 and level 44 quest. The GC quarter master does not have a chocobo license for sale either. I also checked to see if my character had mounts from when I previously played and it does not.

Please help resolve this asap because this has really slowed down my game progression.
