His theme is 'justice' supposedly so something with pseudo latin lyrics and a noble, majestic twist to it would be perfect in my opinion.

Honestly want a primal with a country twang or bouncy polka song now. Just not Zurvan.
Technically, RISE, Alexander's theme, was heavy with rapping, but Hip Hop would be a fun addition if they can weave the lyrics well.
The only Primal with a mediocre theme is poor Ifrit, who had the initial generic Primal theme tacked on to him instead of getting something themed to himself and his tribe. -
