Seems like whoever this is is very, very lucky or just bought a bunch and is trying to resell them.

I don't get what you're reporting. They could've come from a different server and exchanged all their gil into minions to sell back or just a strong streak of good luck. How do you figure cheating?

This. I've seen people use rare minions when transferring servers to preserve some of their gil holdings that they would completely lose otherwise.

If you realy think that he/she is breaking the rules, report and let the GM handle the rest. If this person is not doing something bad, then nothing will happen.
