Ifrit-Egi's Burning Strike damage is low after buff. (Testing and images included)

Monster name: Primarily training dummy, but any enemy without mitigation can also work for these tests
Class/Level: Level 60 Summoners
Party or solo: Solo
Area and coordinates: Anywhere and Everywhere
Steps:
1. Have Ifrit-Egi use obey (only uses Burning strike) on training dummy and record damage numbers
2. Have Garuda-Egi use obey (Only uses Wind Blade) on training dummy and record damage numbers
3. Make averages after enough samples are gathered and compare the results. Ifrit should be doing 22% more damage over Garuda if the patch notes and ability descriptions are correct.

From 3.3's Patch Notes:
Burning Strike (Ifrit-Egi) Potency has been increased from 120 to 135.
Wind Blade (Garuda-Egi) Potency has been increased from 100 to 110.


Tests show that Ifrit egi only does about 3%-7% more damage over Garuda while on Obey. This contradicts the ability descriptions, which suggest that Ifrit egi should be doing closer to 22% more damage than Garuda (135 vs 110)

PS. Yes, I know Burning strike is in fact Burning Strike+Ifrit's auto attack. Even considering this, Ifrit's damage is still too low when compared to Garuda.
