Was in Stone Vigil with my level 41 Summoner. "Ars Notoria" dropped, and the NEED button was not active, so I did not get it.

Not a bug, it's a SCH book only.
If you were on SCH it would let you need.
They don't let SMN roll on SCH books or vice versa because that would be unfair to the others in the duty, especially if a SCH/SMN were present
