Pretty much. Sevestre says that there are others that will attempt to finish the job he failed completing, once they catch wind of Leveva's activities. So it's probably an attempt to fool the Forum.
That said, pretty much everyone at the Athenaeum Astrologicum either see right through the disguise or keep messing up keeping Leveva's new identity a secret, so she'll probably get kidnapped approximately immediately after 4.0 is released. :p

Well it's easy for women to pretend to be men in this since there are hardly any male gender locked clothes... Now she just needs to Fantasia to a lala and there will be no way anyone could tell.
