PS4 Full HD quality UI lag

When playing in Full HD quality (Maximum), there is immense input lag and the general performance of the UI is low, making it difficult to play at a high level.

This does not occur when playing in HD quality (Standard).

Is there supposed to be a performance difference between the two modes, even though the system renders both at 1080p anyway?

EDIT: after some more testing, it actually feels kind of the same on both modes. Might need more opinions, though the UI performance is definitely poor, at least compared to the PC.

EDIT: Also should mention that I'm using KB/Mouse (though controller has lag too)
