Once you gain access to the residential areas via a quest for each, you basically have to click on the placard outside an empty block of land and click the 'purchase' button, assuming you have enough gil (be warned, blocks are EXTREMELY expensive, like, for tens of millions of gil at the very least). However, by this stage there is very few blocks available on most servers, so it is very difficult to get a house at this stage.
SE did implement a system recently where houses are reclaimed and demolished (thus putting the land back up for sale) if the owner does not login and use that house for more than 45 days, but again I think land that is reclaimed is quickly snapped up. So unless you are lucky enough to find a block that is for sale, sadly your best bet is probably to wait til SE adds more housing wards in the future.
Housing plots become available when someone either willingly relinquishes property or when the owner does not log in for 45 days, I think. Once the land come up for sale, it will begin to decrease in price every six hours until it reaches a set minimum price depending on plot size. Small plots end up somewhere near the 2.5 mil to 3 mil price range before they're snapped up. Medium plots are roughly 25-26 mil, and I haven't seen a large plot for sale lately, but as I recall, they were something like 125 million.
Once you find an open plot you can afford, you interact with the placard outside the property. You will need to purchase a building permit for 450k gil (for a small plot), decide your initial building material (stone, wood, or composite, and this can be changed with remodeling). You must also decide if the plot will be a Free Company estate or a personal estate. Free Company estates allow the creation of a workshop and an aetherial wheel. Personal houses do not.

Besides the availability and cost issues, you also have to meet the requirements for buying a house. To get a personal house, you need to be at least level 50 and be a Second Lieutenant in your Grand Company. For an FC to get a house, it needs to be at least rank 6.
