Getting 1 or 0 allowances when I should be getting 3

Detailed steps on how the issue occurred. (This was the first to time it happened)
i always try to use all my allowances before I log off
1. i had 4 allowances and 2 of my leves were not showing up so I decided to wait to get more to do a different leve to unlock them

2. I did get 3 more and now I since I have 7 allowances I can try to do 2 books. I used 6 allowances and left 1. The allowance timer says 3 hours for next allowance so I log off and go back 3 to 4 hours after

3. I check the allowances timer and it says 5 hours for next allowance but I still have only 1

More details:
I'm doing all relic books and this really delayed the dead line I had in mind for finishing. I lost so many allowances everytime this happened that I lost count. I'm 100% sure I had 0 allowances 4 hours ago and now 1 hour after allowance time and I still have 0. This morning I had 1 allowance and when the timer went off instead of giving me 3 allowances I got just 1 instead.
