World Transfer question

does anyone know if there is a time limit that the character has to exist before being able to be transferred? I know there is a 3 day lockout after transferring but is there a lockout for new characters being able to transfer? My girlfriend made a character on another server and wants to transfer to Tonberry to bypass the creation restriction but it isnt letting her transfer her newly created character

Her character needs to be 3 days(RL time) old.

also required: ・ accept the quest Close to Home.

Ok. wasnt 100% sure about that and wanted to make sure and let her know (she reads the forums so I think she may have seen this post lol)
