Fisher Skills "Patience" and "Patience II" Issue

These two skills raise the chance of obtaining HQ fish while lowering hook efficiency. Along with them are skills that negate the hook efficiency down at the cost of GP.

Recently i've found what i can only see as an issue wherein, if the effect of "Patience" falls off after casting your line, its effect persists but you are unable to negate it using the 2 appropriate skills (Precision/Powerful Hookset). As long as the effect of Patience is on i feel you should be able to use these hooksets until your line is reeled in. I believe it would be a very simple fix and hope it may be implemented in the near future.
