i know that u can turn off minuet just by clicking skill button once more after cdr is done. But is there a way to turn off the minuet or gauss barrel when its still on cdr?

No, honestly that's the point of the CD, once you turn them off you can turn them on whenever, but when you do the CD starts so you have to keep them on.
Thinking logically, you should be able to stop your own singing any time. Starting back up should have the cool down. ಠ_ಠ
