Unable to collect levequest reward

Time: Between my play time from 9PM - 1AM and 7:45PM - 9PM AEST, June 24th/25th
Frequency: just this NPC

Class/Level: Arcanist/20
Party or solo: Solo
In-game time: Unsure
Area and coordinates: Morabay Drydocks (X:23, Y:33)
Steps:
1. Accepted 2 quests at the Drowning Wench (Strand By Me and The Deathliest Catch); completed
2. Reporting to Ourawann does not grant me rewards, but prompts me to accept or decline Leves of Moraby instead. Accepting brings me to an empty quest menu, and exiting that menu gives me a notification of quest accepted but doesn't show up as ongoing (since I've already done it?)
3. Unable to abandon both quests. Ourawann has the (!) icon no matter how many times I interact.

Hey, I had the same issue. So what's going on is that you have too many leeves (or however you spell it) of that specific level. In order to be able to collect the rewards you must first complete the quest that the leeve person is offering in that area.

I don't have any ongoing quests as they're marked green? (aside from 1 story related)
Ourawann doesn't have the green mark either

Oops, okay, so managed to figure it out by returning to Limsa Lominsa after another attempt at abandoning one of the quests, which was successful. Had to collect my reward from T'mokkri since that's where I accepted the quest in the first place??
Even though it did say report to Ourawann...? Oh well~
