So i went onto the webstie to reserve my wife and I copies of heavensward. They have the option for digital CE with only the in-game bonus items, but for ps4 there is no such option. Are they simply not going to sell the digital-only CE for ps4?

They are probably reserved for the PSN marketplace which still hasn't listed it yet.
The PS3/4 Digital CE will be sold through the PSN Store. Unfortunately Sony hasn't made it available for sale yet.
