Can't start "This time's for fun" quest

Was taking all the level 50 quest in Mor Dhona to try and unlock the hard duty finder. I was able to take all of them but "This Time's For Fun" it shows up on my map as a red icon but not when i talk to Hugubet there is no icon above his head and he doesn't offer the quest. I have done both the prerequisites for this quest.
