Bug in quest "Influencing Inquisitors"

I started the quest "Influencing Inquisitors", talked to 3 of the 4 necessary NPCs, and found that the last one, Joellaut, had no quest marker, and his dialogue was the same as when I spoke to him beforehand. I spent around half an hour running around Whitebrim Front, and no other NPC has anything to do with this quest. I submitted a bug report in-game, and was referred to the forums. I did a search, and found multiple other people with the same problem, but those posts were from about a year ago, so I wasn't sure if it just pops up on random people, or what. Is there any known way to fix or work around this bug? I'm considering buying a PC license just to try to see if it's because I'm on the PS3, but if that's not going to help, I would like to know.
