The stream indeed comes with a Mog Attire code, even if you purchase it now. If you haven't received the code yet it is best to contact the Twitch support team. This link might help.
I had to contact twitch support because my acct was somehow an old justin.tv account. (Never had one but whatever.) They switched my account and I received my moogle code in my inbox about a day later (counting contact time and e-mails sent back and forth.) You won't get it in-game til end of Tokyo fanfest but you can redeem it immediately as not to forget about it.
Same problem. Contacted twitch support.
Edit: They came back and included the original message with my code.
