My Chocobo is rank 12 and is currently capped on XP, but even after feeding the Onion the rank cap is still not going up.

Go out and kill a monster of respective level (or in fate).

It explains in the tutorial that if the chocobo's XP is capped, you need to actually have your chocobo battle with you in order to rank up. Someone didn't read the tutorial. :O
