In my quest log the quest Up in Arms shows as completed, and gives me the list of Atma locations.
I have relic Zenith on Paladin, Summoner, Scholar, and Monk.
Even though I completed up in arms as a paladin, I've been doing fates as a Scholar mostly.
I've been at this for a month, in a variety of zones, and have yet to see a single Atma drop. Any red flags that I might not see that may prevent me from getting drops, or am I seriously this unlucky?
Make sure Zenith is equipped and pray to RNGeezus
Actually I think that would be a good idea, have the journal show haw many of each atma you acquired total

An FC buddy had a similar issue and it wasn't just RNG, his quest bugged out and somehow the Atma quest's completion flag got activated even though he never actually completed the quest, apparently others had the same issue too. He had to make a GM report and just recently got it fixed and could finally start getting Atmas from FATEs, I'd say you could file a GM report and see if you have that bug since it seems like GMs can check that.
