Having trouble joining weaver's guild

Today I went to join the weaver's guild on my level 17 conjurer but was denied due to "level 10 story quest not being complete". However, all of my story quests up to level 16 have been completed, citing this list: http://ffxiv.gamerescape.com/wiki/Ca...Scenario_Quest

I can provide screen shots of my journal if needed. I could be missing something because I'm a new player ;) Any help or advice offered would be greatly appreciated.

Really weird. Did you also complete the class quests up to when it says that you are free to change your class if you want?

Unlocking the armory system requires you to do your level 10 *class* quest, not any of the main scenario quests. The quest you want is this. If you haven't done any class quests, you'll have to do your level 1 quest then the level 5 quest to unlock it.
