I am currently locked out of starting or even seeing certain quests in western and central Thanalan. I know that the quests are missing because I was able to do them on another character before I decided to delete it and restart.
basically i have the same problem as this person in this thread

but i'm locked out of much more then the 10 quests he seems to be missing.
Most quests are unlocked by progress through the main storyline. However, this includes the quests prior to where the storylines merge. Which means the low level quests outside of town are for the most part inaccessible if you did not start there.
so unless i started my new character in Ul'dah instead of Lominsa i am not allowed to do certain side quests when I try to level a alt class of gladiator?
like for example this quest chain won't appear for me
